It's not an approval, just not a denial. It permits the FFL to release the gun to the purchaser without having any problem with BATFE or law enforcement. However, the investigation could still be continuing, and if anything turns up that would prohibit you from having the gun, the police can come out to your house and require that you turn it over to them.
