Do'nt understand? Private parties are exempt! Last I heard even private partyes were subject to a 10 day wait.

I thought both parties needed to be present at an FFL(both long and handgun), and after the 10th day the buyer can return to pick up the firearm from the FFL. Thats "if" the D.R.O.S./background check did not get declined by the Ca. D.O.J.

Since 1991 private parties are requiered to use the services of an FFL. same law requiered for C&Rs made after 1899 to go through the same bull! You can't just fill out an ATF form4473 and walk since then. Unless you have a C&R lic. But I could be wrong!
