Do you have another glock 9mm like a 17 or 34 you can try your loads in?
I believe the 17L slide is the same weight as the standard 17 and 34, hence the material removed from the top of the slide.
I use lesser loads than what you have given and they perform with no issues in my stock 17,34,17L.
Is the 17L new or used? Are you using new mags?
