For states that already ban FTF sales, does this bill override their current laws and legalize FTF sales as long as they're not conducted at GunShows or over the Webz? This I doubt?

These states already ban FTF sales... what happens in those states?

Hanguns ONLY:
Hawaii
Maryland
New Jersey
Pennsylvania

And just to be perfectly clear... FTF sales are still completely legal in states that allow it as long as there's no Gunshow or Internet/Publication involved?
