What is going on here?

So I am still relatively new to reloading. I reloaded some 7mm mag,some 260, and 35 rem. I did some 8mm mauser and am confused. I got Hornady 8x57 brass and 200 grain Nosler Accubond. The Oal says 3.25. But i seated it that long and it looks horrible. Like the bullet is about to fall out. In my Nosler manual, it says their test loads were seaded at 3.030. What am I missing? Also, I did seat one at 3.240 and it was not touching the lands. So if I seat the bullets at 3.030, it has quite a jump to the lands. Plus wont that decrease case volume and increase pressure? I am very confused and need some help!
