It's hard to beat a box of promo loads, but you should be able to beat $8.56 for 25 reloading. Are you sure the $8.56 is the same load you are considering making?
Your math comes out about right. Using those costs and some load assumptions, I get around 48 cents per round, which is about $12 per box.
Since I haven't bought shotshell components in years, I don't know if your prices are high. They seem a little high to me, but someone else will have to chime in.
