Tough to answer, honestly...

Really an oddly phrased question. Still, here goes...

Other than a handful of pistols that are widely recognized as cheap junk, every make and model of handgun underneath your price point meets somebody's idea of durable and reliable.

And as to good looks, that's a personal judgment, and will vary as much as the people you ask.

Also, while the gun's design does play a part, as does the manufacturing quality, beyond that, reliable is going to depend entirely on the specific, individual gun you have, and the ammo you feed it.

Also, you didn't say new (or still in production), only, so that opens the field to everything semiauto ever made that's under your price point.

I've got a Mauser Bolo Broomhandle I'll let you have for $1500. Got a Luger I'll let go for that amount. I'd even consider selling my Desert Eagle .44 for that amount.

I got a Jennings .22 I'll let you have for $1500, and on that one, I'll even pay the shipping and FFL fees!

All else being equal (and it almost never is) bigger bullets tend to work better.
