from what I understand out of this...

If your a US Citizen then as soon as you enter another state and will be living there then you can be call a resident of that state. You should be able to buy handguns as soon as you have your driver license for that state (or tempory Driver license for that matter).

If your an Alien from another country, then you need to be in another state for at least 90days to become a resident in that state.

I thought you have to wait a period of time too, thanks for that link Hkmp5sd
