Is the bag used inside or outside ? You might consider hanging it from a more stable base, like a heavy ceiling beam.

Here's a solution: I take it the base in which you rack the weights on is pronged, right ? Take a plastic storage bin, one that looks like a laundry hamper, low and rectangular, poke holes in the base for the prongs, when it's over the prongs, load them up with 25/35 lb weights, then fill in the rest of the space with sand or concrete. Voila ! The sand/concrete should add at least an extra 100 lbs.
