The proper technique - as I was taught - was to
1. lock the slide back
2. extract and retain the magazine
3. Run the action 2-3 times
4. Reinsert the magazine
5. Rack the slide and shoot.

This technique should work every time unless there is damage to the weapon or magazine. Total time it takes when you hurry is less than 2 seconds.
