I could be wrong, but I could see a news story in some of the states listed stating the poachers got away(as in: if this incident didn't occur in California in the first place). One thing about California I have noticed is they are pretty heavy in the game of being on top of this stuff(in many varying facets dealing with wildlife/fish&game).
