I think that is the ultimate goal. 1 representative doesn't have as much power and it will not in anyway sway the balance of power in this country.
2 Senators on the other hand will drastically shift the balance of power.
This will certainly be challenged in the courts. If the consitution had intended to give DC representatives and Senators it would have done so explicitly.
