The short answer is "no."
There are many ways to challenge governmental action in court. We have over 70 RKBA lawsuits going on in various stages in various federal courts around the country. See
this thread for a start. But a class action isn't a useful device for that sort of litigation, and a lawsuit as described wouldn't get anywhere.
