Will your Masters allow you to order bullets?
Can you find powder and primers locally? (Hazmat shipping fees on ordering them will run up the cost considerably.)
Midway is a good source of reloading equipment.
You need a manual. Since Lee equipment is the least expensive, just as well get the Lee book at least to start.

The .313" - .314" bullets of 90-100 grains are correct. The 71 grain bullets are for .32 ACP, the heavier ones are for .32-20.
There are a lot of other gadgets and gimmicks that will speed and improve the operation but these will get you started.
