How much does your buddy know about scopes and the difference between centerfire and rimfire . IMO if he is going to be shooting less then 100yds he will need a scope with an adjustable objective or a scope designed for a 22lr. Unless you are a well disciplined shooter paralax can be a real issue when trying to be very accurate at shorter ranges with a center fire scope

I would suggest a variable power of 3-9 or 4-12 with an adjustable objective

Also what's the budget ? less then $100 or anything up to $2-$250 There are many scopes out there that will do the job at any of these prices.
