1. Yes. I have been told that they do. I have never experimented with the same load using a mag and a standard primer.
2. Yes. Some are more consistent in ignition than others. The more consitent you can be from load to load the better your accuracy.
3. Don't know. But my guess would be that the mfg's try to make them more consitent. The people that I know that have tried BR primers have not gotten any better accuracy.
4. Yes. Ball powders are ignite than extruded powders. For this reason it is recomended to use a mag primer with ball powders.

My personal load for my AR is 24.0 gr of AA2230, a federal standard small rifle primer, winchester 55gr FMJBT and LC brass. I can get better than MOA out of this load most of the time.
