I have a 17L and it sounds like your loads may not be hot enough. Keep in mind its a longer barrel, hence more room for gas to expand. So what might normally be a fine load in a standard length barrel may not have enough pressure in the longer barrel. Failure to pick up the next round, perhaps the slide is not getting back far enough?
RTPZ mentioned what bullet are you using. Looking at the data on Hodgdon's site they show a LRN with starting load at 4.3 gr and a GDHP starting load at 4.7 gr.
Unless you're loading lead it seems your load may be underpowered..
You also mentioned it is a new gun, by chance did you clean all the shipping grease and lube the pistol prior to shooting it?
