Since you have IMR4064 on the shelf, start with it at it seems to be the best option you currently have.

140 GR. SFT SP IMR IMR 4064 .277" 3.280"
42.0 2608 43,300 CUP 46.1 2828 50,800 CUP

You are using a different bullet, so work up accordingly.

IMR 4350, 4381, and 7828 will all give a faster velocity on a max load, but even going to a slower cartridge won't get you past the 3,000 fps (at least with Hodgdon's Data). No need to drive a soft point boat tail very fast either, they open up just fine even at relatively modest velocities.
