My wife buys antique china on eBay and has to deal with this sort of thing all the time. A good 25% of the things she buys come damaged due to poor packaging, even after she sends detailed instructions on how to pack delicate china. She is one PO'd woman when a one-of-a-kind irreplaceable antique is ruined by some idiot's mistakes or lack of care.

Notify the seller of the damage, including pics, and request a complete refund. If he refuses, notify eBay. If the item was shipped insured you need to work out with the seller who will file the claim. Whoever does gets the insurance payment. He will have to show the shipper the damage.
