Both rumors are untrue. This can easily be verified by actually shooting one of the above rifles. Porting a barrel vents gases and noise out the sides, closer to the shooter's ear. Porting a barrel and not using a can to contain the gases never results in lowering noise.

No rifle shooting the 22lr cartridge is quiet. Even those equipped with a good silencer are over 100 decibels.
