And my main question is whether this is just floating around since Clinton and nothing to worry about because like the Kyoto treaty, we might promote/push/praise it politically, but not actually ratify it. Or is this something else, that actually might be part of what is happening recently...and end up as the real
enchilada. Lots of stuff flying around out in the IWEB these days.
