I have been married to the same woman for 52 years. She has never tried to "enforce" anything. It is incumbent on every man to live within budget constraints, moreso earlier than later. That said, if the house is secure, the larder is filled, children are clothed and there remains a little excess in the budget its expenditure is negotiable. If negotiation is not an option I think I would be looking for a change in my lifestyle.
