More likely, you either don't have the buffer tube screwed in far enough, or the buffer tube is defective or worn.
The front lip of the buffer tube is what retains the spring and plunger in the hole.
The lower front lip of the buffer tube has to keep the plunger in the hole, and if it's not in far enough or the lower lip is worn or damaged, the plunger can escape.
My next move would be to buy a new buffer tube of the correct size for your rifle if you can't screw it in any farther without overriding the plunger.
