Some people like lobbing rounds at 300m even with 10-12 feet of bullet drop but I prefer 50-100yds. The other thing to keep in mind is that even a tiny breeze plays havoc with the slow moving 40gr bullet. The charts below will give you an idea of the ballistics of a CCI MiniMag which is fairly typical of most 22LR ammo.

I prefer to stick with good quality optics and for that I'd look at a Weaver RV4 4x28 Rimfire (~$120) or a Weaver RV7 2.5-7x28 Rimfire (~$140). A Nikon Prostaff 3-9x40 Rimfire (~$150) is a bit more powerful and a Nikon P-22 2-7x32 Rimfire (~$170) is a bit more tacticool looking but the Weaver V series are better scopes than the entry level Nikon P and Prostaff lines.
