You have a Tikka-barreled M28 Finnish rifle. The 'SY' was the antecedent of the well-known 'Sk.Y', the designation for the Finnish Civil Guard. Look on the right side of the barrel shank for a Civil Guard District number that starts with an 'S.'. These are excellent rifles, and not commonly encountered with the type if rear sling swivel shown in your pic.
