The hopper is plastic, yes ? If so, then the cause is likely static electricity.

I've always addressed this, on my plastic reloading tools, by rubbing down the area in question with some gun powder, so as to sort of "dirty up" the plastic. This leaves a fine coating of dust-like powder residue, which seems to almost eliminate sticking of powder granules. At any rate, it works for me.
