Sorry, I skipped right over the stamp/license issue.
A class three license allows you (an individual or corporation) to engage in the business of buying/selling/transferring Title II firearms (machineguns, SBRs, SBSs, suppressors). Not sure but I also bleieve that it allows you to engage in the business of buying/selling/transferring destructive devices (mortars, rotating cylinder shotguns, etc) though that may not be true. I don't recall at the moment.
