Yeah. Bullet will size down .002 without any problem although I would not start off with a top load. It's not likely to to have to size down, though. Current 9mm mostly have .357 groove diameters, or mighty close to it.

I've shot 125 grain .357 jacketed in several 9mm and use .358 cast.
