There is no ammo that is available right now unless you reload and have components. It will become available again and 9x18 will be reasonably priced. You can also reload for it using cut down 9MM Luger brass, and properly sized bullets which are also readily available.

Get the CZ-82 or Makarov. They are around, you just need to look and find a local FFL to do a transfer for a gun you find on the internet and have it shipped to him. It is easy to do, just make sure your FFL will do the transfer for a reasonable fee, usually anywhere from $25 - $35.
