Have read about some Romanian trainer rifles in a bolt action. Around for $69 if I recall. A number of people have said they are quite accurate. Look over at
www.rimfirecentral.com for some info using the search function.

Also, in general the Marlin 60 is a bit more accurate than the 10/22 right out of the box. If you plan on modifying the Ruger, many people do, I would pick it. If you just want to buy and enjoy the Marlin is the better deal.
