Those aren't [primarily] muzzle brakes, those are devices to allow safe destruction of locks using frangible door buster rounds.

It keeps the pressure safely equalized so the barrel isn't damaged--if you were to jam a bare barrel up to a lock and shoot it with door busters, it could screw things up but good.
Those "teeth" are so you can get force the gun in place and get a good hold for the small amount of time you need to destroy the lock using the door buster round.
I read all this in a gun magazine of some kind recently, can't remember which.
