Even if we lose some of the cases, having them in multiple circuits provides an opportunity to quickly take circuit splits to the Supreme Court while we still have a favorable majority. Just the Chicago case (7th), California cases (9th), North Carolina case (4th), and Heller II (in the DC Circuit) give us cases with probable overlap in four circuits.

The sequence and locations of cases convinces me that Levy is a master strategist.
