Based on the link from the original article it looks like the bill was passed by the House, amended and passed by the Senate. The amended version was rejected by the House and a conference requested. I know nothing about the state level but at the federal level this would mean persons from the house and senate get together to write a compromise bill that is then voted on by the House and Senate. If both pass the bill it goes to the Gov. If not it probably dies
There is a link to the amended bill on the link below. 91 pages, ouch. VA writes much more concise bills. Even the VA concealed carry law with all the caveats related to that sort of law is only a few pages.
