When using a Chrono... it is very important that it is set up at least 15 feet away from the muzzle, if you don't then you'll get "wierd" readings... also make sure your light source ( I assume the sun in this case.. ) is consistent.

Make sure you aren't crushing the primers when you seat them... that will also lead to odd velocity figures.
