I wouldn't think so. The C&R license lets you order C&R guns without the need for going through a background check with the usual forms at a dealer. Any such purchases can only be made on select guns, which must be kept in their original, military issue condition. You wouldn't be able to mail-order a C&R to your house, then customize it as such without violating the law. You could, of course, do it with a gun purchased in the usual manner (the form escapes me at the moment...)
