From the pic the guy looks like a cruiser rider. Most v-twin cruisers are about as fast as a van, so I'm not buying the '"why didn't he just speed away?" thing.

Even a slow bike is still
much quicker than a fast van - if the rider had wanted to leave the confrontation behind him, he would have had no problems outpacing the van.
