Universal did not use USGI parts in their guns. They sourced their parts from a variety of places, but none of them surplus.

It does, however, look like a USGI oprod. Universal oprods are usually thinner and have a cutout where the right side bolt lug rides in the channel.

On top is a Universal, below is a Plainfield Machine (mostly GI parts)
