Here we go again....
"A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed."
Please notice it does not say:"A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed
by Congress."
Notice that the first amendment says "Congress shall make no law...."
No governmental entity may infringe on the right of the people to keep and bear arms.
The Constitution, including the amendments, is the "law of the land", and as such, it applies to every governmental body, federal, state, and local.
The reason you can't yell fire in a crowded theater (absent a fire) is that the local entities that wrote such laws were not Congress, therefore that particular example does not show an exemption to the Constitution, but supports it.
Let us quit mixing up where the federal government is specifically limited and when all governments are limited.
