Cimmaron Henry in 44-40 ?

My little brother is a civil war and cowboy action junkie and has had his heart set on a Henry rifle made by Cimmaron for a few years. I don't know anything about these guns but I was hoping someone could give me an idea of what makes them worth 1000+ dollars. Seems like a lot for a brass reciever lever action when a very nice Winchester could be had for half as much. Is it the fit and finish or accuracy? I don't know much about the older guns and just wanted to get some expert opinions.

He also mentioned getting a scope for it that looked like it was from that time period but had very accurate and precise modern internals. Do they make those? He's the type to fixate on something until he sees it through so I know he will end up with this setup and want to get an idea of what it will be.
