A rail gun?
Ye gods. The data I have on them indicate that a rail gun capable of launching a decent-sized projectile at extremely high velocity would capsize any normal destroyer, and cause even a carrier to heel WAY over. Unless someone's come up with an insanely strong recoil management system, I don't see it.
