I don't know if the rules have changed, but when I got the merit badge many years ago, I did it at the summer camp the BSA ran. They had people on/off the range all the time, all summer, and scouts were notorious for messing with the the zero, so the rule became that if your shot group could be covered by a quarter, it passed.
