That's about normal. Some are adjustable, too. As long as the primer's seated flush with or a couple thousandths below flush with the case head and the anvil's legs are hard against the pocket bottom, that'll do just fine. Use calipers to measure the height of your primers from the anvil's legs to the primer cup surface; if it's more than pocket depth (they typically all are), you're good with what you've got.
I doubt a few thousandths difference in pocked depth's an issue anyway. But pockets uniformed to some depth do have a smoother finish and the residue comes off more easily when cleaned. Not a big issue to me, though.
