Not always and we are fighting back here in California.
The indoor range I shoot at uses chopped up recycled tire berm as backstop and allow shooting of lead bullets. The ventilation works well and as soon as you shoot, the smoke moves down range.
More and more ranges are migrating to recycled tires as backstops and essentially traps all the bullets in their original form. Great idea that's win-win ... do some recycling of car tires and let us shoot lead ... then recycle all the bullets twice a year ...
