This type of "tactic" has been going on for a long time now, actually. Gangsters, thieves etc. have always prey on those that are vulnerable. I have taught martial arts now for a little over 20 years now and have always tried to teach my kids to never be ALONE in unfamiliar areas, never be ALONE in dark and desolate areas etc. The key in these circumstances is that most of the folks that are being attacked are alone. If you have to be travelling alone, then try to stay in places that are populated and not desolate.
