My understanding is that it is the responsibility of the buyer to know the laws of their states/municipalities, thus the disclaimers.

Should the package be inspected and confiscated, the seller would likely not be providing a refund.

Should the item make it through and the buyer is caught with a prohibited item, they are the ones in possession and the ones who procured it.
