In the set of four pictures that Ram It posted, the next to the last one, that's Robert McNamarra (sp?), Secretary of Defense and former Ford Motor Company "whiz kid" in the middle between the general and Kennedy.

And yes, that certainly looks like Jennings Randolph. The name tickled my memory, but I wouldn't have been able to tell you exactly who he was.
