I am not sure what you mean. To have a Class 2 SOT (NFA manufacturer) you first have to have a Type 7 or 10 (manufacturers) FFL. If you have the proper FFL and SOT, you can manufacture NFA "firearms", including machineguns. But you cannot transfer a new machinegun to an individual, only to a Class 3 dealer or a government entity (police, federal agency, military).

IIRC, if you have the 7-10 FFL and the Class 2 SOT, you are also allowed to deal in regular firearms and NFA firearms (except machineguns) with the public, so you can also manufacture, and transfer to individuals, short barrel rifles and shotguns, suppressors, etc., as well as other non-NFA items you may make under your manufacturer's FFL. In effect, a Type 01 FFL is included in the 7-10 FFL and a Class 3 SOT is included in the Class 1 and 2.
