Just to recap: - Every firearm purchase by a non-FFL that crosses state lines has to go through an FFL.
- Handgun purchases by a non-FFL must go through an FFL in the purchaser's state of residence.
- Long gun purchases by a non-FFL may go through an FFL in any state, but still must go through an FFL.
