If anything this ban on weapons will encourage an illegal arms trade within new york that will give criminals an environment in which they can exploit the demand that the ban creates.
This is why prohibition is has a tendency to fail.
I don't live in New York, and I am sort of happy I do not. A Smith & Wesson 627 or 2 is on my "guns i want to own one day" list, I know how I would feel if my state either banned them or told me I couldn't keep it fully loaded.
