Manuals are a guide, not gospel. It is obvious the thought the lower range was safer.
Load yer own and test for yourself.
For my .44 mag. I used to load my test rounds in twos and go out to the range. I would shoot the low end rounds, examine closely. And I do mean CLOSELY. If no problems, went to next higher increment and repeat. When I reached the point of signs of excessive pressure, I would make a note, go home and load to .1 gr. less for my batch.
